Dr. Toussaint Losier of the University of Chicago will address the issues at the core of Christopher Dorner's manifesto through the lens of the Chicago-based Afro-American Patrolmen's League (AAPL). Established in 1968, the AAPL mobilized a cohort of lower-ranking black policement to play a lead role in efforts to force Chicago PD officials and members of Mayor Richard Daley's political machine to bring an end to an epidemic of police brutality and corruption.
