Legal designs are almost invisible, but they are a matter of life or death, especially in the ways they confront violence: treating threats that occur at home as acts of criminals and threats abroad as the acts of enemies. The profound ramifications of the legal distinction between criminals and enemies can be perceived in two videos - one of the recent murder of George Floyd by US police officers, and another, released by Wikileaks in 2010, of the killing of Iraqi civilians by US forces. 

Join Luis Moreno Ocampo, founding Prosecutor of the International Criminal Court, and Ted Braun, director of Darfur Now and Betting On Zero and Joseph Campbell Endowed Chair in Cinematic Ethics at USC, as they look at the legal and narrative distinction between criminals and enemies and explore a path toward lasting change.
