A graduate of Simmons College and The Fletcher School of Law and Diplomacy, Elam-Thomas served as United States ambassador to Senegal (1999–2002) and retired with the rank of career minister after forty-two years as an American diplomat.
In her memoir, Diversifying Diplomacy: My Journey from Roxbury to Dakar, Ambassador Harriet Lee Elam-Thomas, tells how a young black woman beat the odds and challenged the status quo in the State Department.
