I. POLICY STATEMENT.
Occidental College (“College”) is committed to sustainability and reducing the campus’ carbon footprint, 10% of which (in FY23) was tied to employee commuting. In support of this commitment, the College offers Electric Vehicle Charging Stations (“EVCS”) across campus to facilitate Electric Vehicle (“EV”) usage by members of the College and surrounding communities, particularly for employees who commute. This EV charging policy provides guidelines for the fair and efficient use of EVCS by students, faculty, staff, and visitors. The College reserves the right to update or eliminate this policy in its sole discretion.
II. APPLICABILITY.
This policy governs all use of EVCS across campus by faculty, staff, students, and visitors to the College.
III. DEFINITIONS.
Electric Vehicle (EV) - Any on-road vehicle that draws power by plugging-in and is compatible with EVCS on campus. This can include fully-electric, or plug-in hybrid electric vehicles.
Electric Vehicle Charging Station (EVCS) - Any existing and future EV charging stations located on campus and available to the campus and/or public communities. This does not include EVCS specifically reserved for campus operations.
Employee - For purposes of this policy, an employee refers to any full or part-time Occidental staff or faculty, as well as any individual contractors who qualify for an Occidental Employee Parking permit. The definition of employee excludes all other vendors and student workers.
IV. POLICY
All parking spaces equipped with EVCS (”EV Parking Spaces”) are marked and are reserved, at all times, for actively charging, authorized EVs. All EVCS users must maintain an active ChargePoint account. Stations must be activated via the ChargePoint app or similar equivalent such as a digital wallet.
Once the vehicle is fully-charged, there is a 30- minute grace period to move the vehicle before overstay fees are applied. ChargePoint will notify drivers when their vehicle is fully-charged and must be moved.
Non-electric vehicles parked in EV Parking Spaces are subject to citation and/or towing per the Parking, Driving, and Towing policy. This restriction is enforced by Campus Safety.
EVCS are located at, and their use restricted, as follows:
- Collins Parking Lot/Admissions - Open to all users at all times on a first-come, first-serve basis;
- Employee Parking Lot - reserved for College Employees on a first-come, first-serve basis during business hours (8AM-5PM), Monday through Friday; and
- Solar Array Parking Lot - reserved for College community members (Employees and students) on a first-come, first-serve basis during business hours (8AM-5PM), Monday through Friday;
EV Parking Spaces are available to all on a first-come, first-serve basis between the hours of 5 PM and 8 AM daily. Visitors to the college are permitted to use the EV spaces between 5PM and 8AM without an overnight visitor permit. Access to EV Parking Spaces may be restricted in cases of emergency, safety concerns, or overriding business of the College.

A. Fees
1. Charging Fees
As a benefit for College Employees, the College offers a subsidized rate for EV charging. Effective July 1, 2026, this rate is $0.30/kwhr. This rate is subject to adjustment in the College’s sole discretion based on local utility rates and costs to operate the program. All other users (students and guests) pay market rate for charging which is, as of July 1, 2026, $0.52/kwh.
At a minimum, program rates will be evaluated annually and adjusted as needed at the discretion of the Assistant Director of Sustainability, with the approval of the Assistant Vice President of Facilities Management and Vice President and Chief Operating Officer.
2. Overstay Fees
Between the hours of 8AM - 5PM, Monday through Friday, an Overstay fee will be imposed on all users for vehicles that are not moved within 30 minutes after the charging session ends. The Overstay fee is $10.00/hour, and the charge will be prorated based on length of stay. Overstay fees may be adjusted to optimize program operations at the discretion of the Assistant Director of Sustainability, with the approval of the Assistant Vice President of Facilities Management and Vice President and Chief Operating Officer.
B. Revenues
Fees collected from EV charging will be used to off-set operational expenses including software, warranty, energy and other maintenance costs.
C. Maintenance Concerns
EVCS maintenance is managed through the Assure Warranty, provided by Chargepoint. Users must report maintenance concerns to ChargePoint directly through the ChargePoint App. Instructions are available here. Emergencies may be reported to Campus Safety/Facilities.
